A dryer that tumbles but will not heat has lost its heat source, not its airflow. Repair that heating circuit once if the cabinet is sound. In Rancho Cordova and Citrus Heights, compare a heat-pump dryer incentive only after you confirm a California or SMUD program is open. Skip any dollar figure until the utility or state page lists the current offer.
The drum turning with cool air is a heating failure. The U.S. Consumer Product Safety Commission estimated that in 1998, clothes dryers were associated with 15,600 fires, 20 deaths, and 370 injuries. Lint and an overheated cabinet are the conditions that alert was written to stop. A thermal fuse exists so the heater shuts off before that happens. Forcing heat past a dead fuse is the wrong fix.
September in the Sacramento area still runs warm after a summer of 100° days. Towels from a no-heat dryer come out wet and cold even after the evening Delta breeze cools the house. The machine finished its cycle. The clothes did not dry.
Why the Drum Turns and the Air Stays Cool
The drum motor and the heat source run on separate circuits, so the drum can turn while the air stays cool.
On an electric dryer the usual failures are the heating element, the thermal fuse, and the high-limit thermostat. On a gas dryer the usual failures are the igniter and the gas valve coils, plus that same thermal fuse. A restricted vent can blow the fuse. A clean vent with no heat points at the heating circuit. Test those parts before you replace the machine.
The fuse is a one-time part. It opens when the dryer overheats, and it does not reset when the cabinet cools. The high-limit thermostat cycles to hold temperature. An element either has continuity or it is open. An igniter that will not glow will not open the gas valve. Those are tests with the power off, not guesses from a clean lint screen.
We see the split in 1970s tract houses with a long vent run. A 2009 Whirlpool electric dryer in a Rancho Cordova laundry closet tumbled on time and blew cool air. The owner had cleaned the lint screen every load. The screen was fine. The thermal fuse was open, the element still had continuity, and the four-inch vent behind the dryer was crushed where the machine had been shoved tight to the wall. Straighten the vent, replace the fuse, and heat comes back. That is one repair. It is not a new dryer.
A Clogged Vent Is a Different Failure
A clogged vent is not the same problem as a dryer that tumbles with no heat.
A restricted vent usually makes clothes take two cycles, and the cabinet runs hot. Lint packs the trap, the laundry room smells scorched, and the outside hood flap barely moves. A dryer that tumbles and pushes cool air has lost heat, even with a clear vent. September loads in Citrus Heights show it in one cycle: the timer ends, and the towels are wet and cold.
Clean the vent if the lint is heavy. Then diagnose the heating circuit if heat never returns. Treating a cold drum as a vent job and stopping there just runs the same wet load twice.
One Repair, Then the Incentive Check
Repair once if the dryer is otherwise sound and the failed part is a fuse, element, or igniter.
If that heating circuit was already repaired, or the cabinet is old and noisy, compare a heat-pump dryer incentive before you buy another heating part. These two cities are in SMUD territory, not PG&E territory, so a utility dryer incentive would come from SMUD, plus any California program that is accepting applications. Rebate windows open and close, and posted amounts change. Check the current SMUD rebates page and the California Energy Commission incentives section before you decline a repair or order a heat-pump dryer. If neither page lists a dryer incentive, price the repair on its own.
That trade-off is sharp. A fuse or igniter on a quiet dryer is the better spend, because you already know the vent and the cabinet. A second heating failure on a 15-year-old machine is a different bet. You would be paying to restore a resistance element or a gas burner that has already failed once, on a cabinet that will not get more efficient. A heat-pump dryer uses a refrigeration cycle instead of that element or burner, so this exact no-heat fault does not come back. It dries more slowly and needs a condensate path or a vent, depending on the model. Do not order one because someone quoted a rebate from memory. Order one only if the program page lists an offer you can apply for this month.
Skip published dollar amounts until that page lists the current offer. A figure from last spring is not a quote.
When to Call a Pro
Call a pro when the drum turns and the exhaust air stays cool after you have confirmed the vent is clear, or when you are not set up to test the heating circuit with the power off.
Electric dryers run on 240 volts. Gas dryers still have live controls, a gas supply, and an igniter that has to get hot enough to light the burner. A proper visit checks the fuse, the high-limit, the element or igniter, and the vent, then replaces only the failed part.
Call before you order a heat-pump dryer on a rebate you have not confirmed. We can tell you whether this cabinet deserves one more heating repair. If the element was already replaced and the drum bearings are growling, check SMUD and the California Energy Commission the same day, then decide. If those pages are silent, fix the machine you have.
Do Not Bypass the Safety Parts
Do not bypass a thermal fuse or a high-limit thermostat to force heat.
Those parts open because the dryer overheated, often from lint in the vent or a crushed duct. The U.S. Consumer Product Safety Commission treats dryer lint and defeated safety parts as fire risks. A jumper across a fuse puts heat back in the drum and removes the part that was supposed to shut the heater down.
You can run the dryer while you wait. Wet clothes will not dry, and repeated no-heat cycles waste the afternoon without fixing the fault. Stop the extra cycles. Leave the fuse in place. Schedule the heating-circuit test.
