Dishwasher Not Cleaning the Top Rack? Spray Arm, Filter, Loading

Reviewed by PRO MAX HVAC & Appliance Repair technicians, EPA 608 certified

A dishwasher not cleaning the top rack, while the bottom rack comes out fine, almost always has an upper spray arm that cannot spin or is not getting enough water. Fix the loading, clean the filter and clear the arm's spray holes before you book anything. Those three checks solve most cases in about twenty minutes.

Modern dishwashers work with very little water, which is why small blockages matter so much. ENERGY STAR certified standard-size models use 3.5 gallons of water or less per cycle, and that small volume gets pushed through the lower and upper spray arms over and over. Clog a few holes on the upper arm, or let the filter choke the flow, and the top rack is the first place you see it: cloudy glasses, a film inside bowls, dried oatmeal still stuck to a mug.

Why Is the Top Rack the Only One Coming Out Dirty?

The top rack is the hardest place in the tub for water to reach, so it fails first. Water travels up a tube at the back of the tub to the upper spray arm, the longest path in the wash system. Any loss of pressure, from a dirty filter, a partly blocked arm or water that is not hot enough to dissolve detergent, shows up upstairs before it shows up on the bottom rack.

Here is a typical fall call in a Citrus Heights kitchen. The dishwasher is eight years old and still cleans plates on the bottom rack perfectly. The top rack has been getting worse for months. The filter has never been cleaned, and a quarter of the upper arm's holes are white with scale. Nothing is broken. It needs twenty minutes, a brush and a toothpick.

Start With Loading

Check that the upper spray arm can spin freely, because a single tall item stops it cold. Pull the top rack out and turn the arm by hand. If it hits anything, find what it is. The usual culprits are a sheet pan or cutting board standing up on the bottom rack, a ladle handle hanging through the tines, or a mixing bowl set too low on the top rack.

Load cups and bowls angled down toward the center, where the spray rises. Do not nest bowls. Keep the space directly under the top rack clear of anything taller than about ten inches unless your model lets you raise the rack. Our view is blunt: loading causes more top-rack complaints than any failed part, so rule it out before you take anything apart.

Clean the Filter

A clogged filter starves the whole wash system, and the top rack feels it first. Most dishwashers sold in the last decade have a manual filter under the bottom rack instead of a self-cleaning grinder. Twist it out, rinse it under hot water and scrub the fine mesh with a soft brush. Clean it monthly, and more often during holiday cooking season when greasy pans go in every night.

If you have never cleaned it, expect a surprise. Grease, seeds and labels from jars collect there. A dirty filter is also the most common reason for a dishwasher not cleaning dishes well across both racks.

Clear the Upper Spray Arm

The upper spray arm usually unclips or unscrews from under the top rack. Rinse it inside and out, then push a toothpick through each hole to break up food and scale. Shake it. If something rattles, rinse again until it stops. A bent or cracked arm sprays in the wrong direction and needs replacing; it is an inexpensive part on most models.

Scale builds faster in parts of the Sacramento area that blend in groundwater, which is harder than river supply. If you see white crust on the arm, run an empty hot cycle with a dishwasher cleaner every month or two and add rinse aid. That is also the fix when your dishwasher is not cleaning as well as it used to: gradual decline means gradual buildup.

Check Water Temperature

Detergent needs hot water to work, and the first fill comes from your water heater. In a home where the kitchen is far from the water heater, the first gallon or two is cold. Run the kitchen tap until the water turns hot before you start the dishwasher. If your water heater is set low to save energy, food and grease will not break down on the top rack where spray is weakest. The U.S. Department of Energy recommends a 120°F water heater setting for most homes, which is also the inlet temperature most dishwasher manuals ask for. Below that, the top rack suffers first.

When to Call a Pro

Call a technician when you have fixed the loading, cleaned the filter and cleared the spray arms, and the top rack still comes out dirty. That points to a part. A weak or failing wash motor cannot push enough water up to the upper arm. A water inlet valve that underfills the tub leaves too little water to reach the top. A cracked supply tube or a broken arm seal leaks the pressure away before it gets upstairs. You will also hear a difference: a quiet, humming wash or a tub that looks only half full during a cycle.

Repair is worth it on most dishwashers under about ten years old with a sound tub and racks. Past that, or with rusted racks and a failing motor together, put the repair cost against a new ENERGY STAR model.

Fix a dishwasher that is not cleaning the top rack

  1. Check the spray arm path

Pull out the top rack and spin the upper spray arm by hand; move any tall pan, utensil or bowl that stops it.

  2. Clean the filter

Twist out the filter under the bottom rack, rinse it under hot water with a soft brush and lock it back in place.

  3. Clear the upper spray arm

Remove the arm, rinse it inside and out, and push a toothpick through each spray hole to break up food and scale.

  4. Start with hot water

Run the kitchen tap until the water turns hot before starting the dishwasher so the first fill is not cold.

  5. Run a test load

Load the top rack with cups and bowls angled down toward the center and run a normal cycle to check the result.

Frequently Asked Questions

Why is my dishwasher not cleaning the top rack?

The upper spray arm is not getting enough water or cannot spin. A tall pan on the bottom rack blocking it, food and hard-water scale in its spray holes, and a clogged filter that starves the whole wash system are the usual causes. Fix those three first; if the top rack stays dirty, the wash motor or water supply needs a technician.

How do you fix a dishwasher not cleaning the top rack?

Spin the upper spray arm by hand to make sure nothing on the racks hits it. Then remove the arm, rinse it and clear each spray hole with a toothpick, and clean the filter under the bottom rack. Run the kitchen tap until the water is hot before you start a cycle, and test with a normal load.

Why is my dishwasher not cleaning as well as it used to?

A gradual decline almost always means buildup: a filter that has not been cleaned in months, spray holes narrowing with scale, or detergent that no longer suits your water. Clean the filter and spray arms, run an empty hot cycle with a dishwasher cleaner, and see if the next load improves before you book a repair.

What causes a dishwasher to not clean dishes?

Poor cleaning comes from blocked water flow, low water temperature, or the wrong detergent use. A clogged filter, plugged spray arms, an inlet valve that underfills the tub, and lukewarm incoming water cause most cases. Loading that shields dishes from spray adds the rest. When loading, hot water, the filter and the arms all check out, a part has failed.
